Ecosystem-as-a-Service
Ecosystem-as-a-Service covers the design, construction and operation of an ecosystem within a defined development.
A managed engagement covering design, construction and operation
Ecosystem-as-a-Service is a delivery model, not an advisory one. We assume responsibility for building and operating an innovation ecosystem within a defined footprint — a district, precinct, cluster or corridor.

The distinction matters because ecosystem formation is an operating challenge rather than a planning one. Securing anchor tenants, reforming incorporation processes, advancing regulatory sandbox proposals and sustaining programme delivery through periods of low participation are functions that require continuous execution over several years. Our role is to perform them.
The Engagement Arc
Diagnose. We establish the actual position, which frequently differs from the documented one, and identify the binding constraint on ecosystem formation. In some territories that constraint is capital availability. More commonly it is procedural — the elapsed time required to incorporate an entity and open a corporate bank account being a representative example. Outputs comprise a baseline assessment, a constraint map and a costed intervention sequence.

Build. We construct the missing components across the 7 Pillars: Purpose, Places, Partners, Platforms, Policies, Programs, Projects.

Operate. We assume operational responsibility for programme delivery, deal origination, partner management, platform administration and performance reporting. The majority of our fee is placed at risk at this stage, against outcomes rather than activity.

Devolve. We transfer operations to a local entity or client team with systems, contracts and revenue base intact. Devolution is the intended endpoint of every engagement and is designed into the structure from the outset.
Components: What We Build
Ecosystem OS. The platform layer, designed for stakeholders rather than operators. Startups, investors, corporates and service providers operate within a single environment covering digital identity, hub directory, capital pathways, pilot and procurement matching, patent portfolio and AI agents.
Startup-in-a-Box. Company formation delivered as a product: incorporation, banking, compliance, cap table, legal templates and accounting. Founder IP protections are structural requirements rather than options. Typical formation timelines reduce from months to weeks.
Ecosystem Shared Services. Corporate services that early-stage ventures cannot economically procure individually, delivered at cohort scale. The effect is lower cost per venture, improved survival rates, and a durable margin line for the ecosystem at later stages of maturity.

Capital architecture. Instruments matched to venture maturity rather than to funder preference: grants, convertibles, revenue-based finance, co-investment vehicles, corporate venture pathways and exit routes. The design objective is capital that advances ventures rather than sustaining them in position.

We treat ecosystem building as an ongoing operating discipline, not a one-off project.
UNDERSTAND THE CURRENT SITUATION
Before any design work starts, we map what the region already has: talent pools, capital sources, anchor institutions, policy levers, and the gaps between them. Most regions have more raw material than they think — the diagnosis is what reveals whether the problem is capital, talent, coordination, or all three.
DESIGN THE STRATEGY
Develop a custom strategy using the 7 Pillars Framework. The diagnosis becomes a blueprint: which pillars are strongest, which need investment first, and in what sequence they'll be built so early wins fund and de-risk the next stage — no copy-pasted playbook from another region.
ENGAGE STAKEHOLDERS & SECURE BUY-IN
A strategy nobody has bought into is a document, not an engine. We bring government, property owners, corporates, universities, and early founders into the design itself, so the strategy carries their commitment — and their capital, credibility, and political will — into execution.
BUILD THE 7 PILLARS
This is where the platforms, programs, policies, partnerships, places, and projects actually get stood up — in the sequence the strategy called for, with the practitioners and capacity to run them, not just launch them.
ACTIVATE THE FLYWHEEL
The pillars alone don't create momentum — someone has to point them at each other on purpose. We deliberately connect talent to startups, startups to capital, and success stories back into talent attraction, so the engine starts generating its own momentum.
MEASURE AND MANAGE
No engine runs correctly on the first pass. We track the same economic outcomes from Stage 1 — startups launched, capital deployed, jobs created — against the original diagnosis, and adjust the pillars and the flywheel connections as real data replaces assumptions.
